Backport of #78102 to release/7.0

Customer Impact

Fixes the ppc build with clang15, which is used on RHEL9.2.

Testing

Manual.

Risk

Very low, only affects the ppc platform which is community supported. Doesn't affect any products.

CI failure in staging is pre-existing and unrelated: #75018
